摘要：Históricamente los Estados naciones de América Latina han mostrado una serie de aristas domésticas e internacionales que han dificultado la consolidación de los procesos tendientes a alcanzar mayores niveles de concertación e integración regional. Estos factores han impedido que el continente se posicione en el sistema mundial como una región más autónoma y coherente. No obstante, en la primera década del presente siglo, el Consejo de Defensa Suramericano se erige como una oportunidad inédita para la integración regional, considerando su carácter exclusivamente latinoamericano y los objetivos que presenta. Fundados en el marco teórico que provee el debate constructivista de las relaciones internacionales, en el siguiente artículo se identifican aquellos factores clave que presenta la recientemente creada organización y que podrían conjugarse para alcanzar una mayor concertación e integración regional, sin descuidar los factores críticos que podrían mermar los objetivos trazados por el Consejo.
其他摘要：Historically the Latin American's State nations have shown a serie of domestic and international edges that have hampered the consolidation of the processes designed to achieve greater levels of agreement and regional integration. These factors have prevented the position of the continent in the global system as a more autonomous and consistent region. However, in the first decade of this century, the South American Defense Council stands as a unique opportunity for regional integration, considering its exclusive Latin American nature and the goals presented by the institution. Based on the theoretical framework that provides the constructivist debate about the international relations, the following article are identified those key factors in the newly formed organization and that could be combined to achieve a greater concerted and regional integration, without neglecting the critical factors that could undermine the goals set by the Council.
