摘要：Como fica a segurança e defesa da UE no Tratado de Lisboa? Esta é uma área tradicionalmente de difícil integração europeia, pois está entre os poderes fundamentais do Estado soberano moderno. Por outro lado, os custos crescentes da defesa, um mundo em que as ameaças podem ser mais difusas, mas não são menos reais, e a crise económica e financeira tornam mais premente e mais provável mudanças neste campo. Quais são os avanços que o Tratado de Lisboa vem trazer no campo da segurança e defesa, quais serão os desafios da sua implementação? Estas são as questões fundamentais com que se debate este texto.

Traditionally this is an area of difficult integration due to the fact that it is here that reside the main powers of the modern sovereign state. The growing defense costs, a world with more diffuse threats, and the economic and financial crisis make changes in this domain more necessary and probable. What is the extent of novelty and the challenges of the Lisbon Treaty regarding security and defense? These are the main questions debated on this article.
