摘要：Este artigo argumenta que existe uma confluência entre a National Security Strategy dos Estados Unidos e o «Relatório Albright». Os documentos convergem no que respeita a duas questões interligadas - que os Estados Unidos desejam ter um papel menos activo no sistema internacional e que se os estados-membros da Aliança Atlântica aceitarem incorporar as propostas do Grupo de Peritos, a NATO passa a ser uma plataforma fundamental quer na redefinição das regras da ordem internacional, quer no papel de entidade pivô, no que respeita às relações do Ocidente com outras organizações internacionais, e com as potências emergentes.
其他摘要：This article argues that there is a confluence between the US National Security Strategy and the "Report Albright". Both documents converge in what concern the US sought to have a lesser active role in the international system, and in the idea that if the Alliance's member states accept the proposals of the "Report Albright", NATO will be a fundamental stage to redefine the international order rules, as well as will acquire a pivotal entity role regarding the relations with international organizations and emerging powers.
