摘要：Este artículo pretende estudiar la competencia contenciosa de la Comisión Interamericana de Derechos Humanos, CIDH, en relación con instrumentos interamericanos distintos a la Convención Americana sobre Derechos Humanos. ¿Existe competencia convencional para conocer de otros instrumentos? ¿Dichos instrumentos le otorgan esta competencia? ¿Puede el reglamento de la CIDH darle esta posibilidad? A partir del estudio de las normas convencionales, estatutarias y reglamentarias, la autora pone de presente que la falta de claridad, especialmente en la redacción del artículo 23 del Reglamento de la Comisión Interamericana de Derechos Humanos, ha dado lugar a confusiones innecesarias y a crear falsas expectativas en los usuarios del Sistema respecto de la amplia competencia de la CIDH en materia contenciosa. Para terminar, la autora propone una posible modificación del Reglamento al respecto, con el fin de aportar al fortalecimiento del Sistema Interamericano y a la seguridad jurídica de las disposiciones que hacen parte de dicho Sistema.
其他摘要：This paper addresses the Inter-American Commission on Human Rights, IACHR, contentious jurisdiction with respect to the Inter-American Treaties, different from the American Convention on Human Rights, IACHR. Does the IACHR have conventional jurisdiction regarding those treaties? Do such treaties support that jurisdiction? Do the Rules of Procedure create such jurisdiction? Analyzing the different legal documents, the author pretends to demonstrate the lack of precision of article 23 of the IACHR' Rules of Procedure, which has created several unnecessary misunderstandings and false expectations on the Inter-American System of Human Rights' actors, especially with respect to the IACHR Contentious Jurisdiction. At the end, the author suggests an amendment of the IACHR' Rules of Procedure, in order to contribute to strengthen the Inter- American Human Rights System and secure the accuracy of its regulations.
