Comparou-se a histórica precariedade da educação física escolar ao quadro de crescimento das políticas públicas de esporte e lazer, e de projetos sociais esportivos no Brasil. Considerando que o público-alvo é o mesmo, crianças e jovens em idade escolar, mas reconhecendo os objetivos diferenciados, confrontamos esses quadros, buscando questioná-los e explicitar a funcionalidade atribuída ao esporte e ao lazer. Para tanto, realizou-se revisão bibliográfica que permitisse observar o caminho que conduziu aos referidos quadros. Os resultados evidenciaram que, no atual ordenamento sociopolítico-econômico, a utilização do esporte e do lazer ocorre ora como mercadoria, ora como pseudodireito social, haja vista seu uso enquanto aparelho ideológico estatal (dentro e fora da escola).

Compared the historical weakness of the physical education school to the framework for growth of public policy of sports and leisure, and the social projects of sports in Brazil. Considering that the target audience is the same, children and youth of school age, while recognizing the differing goals, we confront these frames, seeking to question them and explain the functionality attributed to sport and leisure. To this end, we carried out a literature review which allowed us to observe the path that led to those frames. The results showed that in the current socio-political order and economic, the use of sport and leisure occurs sometimes as a commodity, sometimes as pseudo social right, considering its use as an ideological State apparatus (in and out of school).
