A temática central deste artigo trata das possíveis interferências históricas do Estado brasileiro na estrutura do futebol e a incorporação do Estatuto de Defesa do Torcedor no interior da sociedade. Destacamos nesta caminhada, desde o Decreto - Lei 3.199/41 até chegarmos à última ação do Governo Federal, Decreto - Lei No 10.671/ 2003 - Estatuto de Defesa do Torcedor. Para que possamos compreender melhor essas relações, delimitamos nosso estudo em Jogos da Primeira e Segunda divisão do Campeonato Brasileiro de 2006 e 2007 que ocorreram em Curitiba - PR. Esta pesquisa vem sendo objeto de estudo da Secretaria Nacional de Desenvolvimento do Esporte e Lazer, do Ministério do Esporte através do programa denominado Observatório do Torcedor e desenvolvidos pelos núcleos da REDE CEDES.

The main thematic of this article deals with the possible historic interferences of the Brazilian state in the structure of soccer and the incorporation of the Fan Defense Statute. We pointed out in this journey, since the decree - Law 3.199/41 until the last action of the federal government: decree - law 10.671/2003 - Fan Defense Statute. To better understand these relations, this study is limited to games of the first and second division of the Brazilian Championship of 2006 and 2007, both occurred at Curitiba - PR. This research has been the object of study of the National Secretariat of the Development of Sport and Leisure, of the Sport Ministry trough the program called Fan Observatory and developed by the nucleus of REDE CEDES.
