Based on a qualitative methodology using interactive techniques (in-depth open interviews), this study discusses both the concept of the right to health and potential ways to claim this right from the point of view of a group of full members of the Local Health Council in the City of São Paulo during the 1993-1996 term. The study also interprets a number of issues related to "health advocacy", a potential locus of support and advice for groups working to improve health conditions for the population.
