摘要：La relación entre las transformaciones orientadas a procesos en las organizaciones públicas de nivel municipal y la generación de condiciones para la creación y sustentación de ventajas competitivas en los sectores económicos situados en las jurisdicciones (municipios y regiones) de las organizaciones públicas transformadas, es un fenómeno de carácter administrativo y económico que merece ser explorado desde lo teórico y lo práctico. El enfoque aquí desarrollado está orientado a dilucidar si las transformaciones institucionales en las agencias gubernamentales, con todos los costos que éstas significan, son necesarias y, de serlo, qué impacto tienen en el logro de ambientes locales adecuados para la creación y sustentación de ventajas competitivas en los clusters de organizaciones que integran los sectores económicos que pretenden competir a escala global.
