摘要:Ironies abound. A half-decade crusade by the Tories to bring Quebec back into the 'constitutional family' has mobilised a majority of Quebecois to support fundamental change in federalism. Thus, ten years after the Parti Quebecois referendum loss, the issue of sovereignty association is back on the table. Twenty-five years after the federalists from Quebec (Trudeau and company) went to Ottawa to combat the notion of two nations by creating a 'federal society', we now face the possibility of having both two nations and vastly decentralised federalism.
