摘要：Regional economic blocs are on everyone's agenda. In part a strategy for capital to escape national social policy constraints, regionalization can thus threaten existing social policy arrangements. What are the chances that new transnational social programs can be developed to compensate for a seemingly inevitable, if gradual, loss of national control?
