摘要：Let me begin by saying that a terminal nuclear war is not an unlikely prospect. We have come disturbingly close many times, and current circumstances make the prospect quite threatening. I would like to review several factors that contribute to this state of affairs, concentrating on American initiatives - first, because these initiatives are significant and ominous; and second, because we can do something about them.
