摘要：Whether viewed from the Left as a source of consternation, or from the Right as a sign of progress, the political assault upon the welfare state has been a notable characteristic of most western industrialized nations throughout the 1980s. Paradoxically, the welfare states which have targeted programs directly at the poor have also been those most vulnerable to cutbacks, while states with universal programs have been more resilient.
