摘要：A few years ago many of us thought the vocabulary of crisis to be quite appropriate for describing the current state of the welfare state. Now we are not quite so sure. Conservative efforts to dismantle the welfare state have been turned back. And welfare state expenditures have continued to rise in all capitalist democracies despite attempts to cut costs. These facts do not imply nothing has changed.
